The Organ Procurement and Transplantation Network (OPTN) Final Rule (42 CFR Part 121) was issued and published in the Federal Register on April 2, 1998. This rule governs the operation of the OPTN and was amended (resulting from the Institute of Medicine’s report, Organ Procurement and Transplantation, 1999). It was issued and published in the Federal Register on October 20, 1999. The Final Rule went into effect on March 16, 2000.
